Ukraine emergency: Biden takes steps to rebuff Putin over attack

 US President Joe Biden has told Congress that Vladimir Putin severely misconstrued how the West would hit back once he attacked Ukraine.

In an early evening discourse, Mr Biden promised "a resolute determination that opportunity will continuously win over oppression".
